ENVIRONMENTSTATE WATER CONTROL BOARDChapter 720Final RegulationREGISTRAR'S NOTICE: The State Water Control Board is claiming an exemption from Article 2 of the Administrative Process Act in accordance with § 2.2-4006 A 14 of the Code of Virginia, which exempts adoption, amendment, or repeal of wasteload allocations by the State Water Control Board pursuant to State Water Control Law (§ 62.1-44.2 et seq. of the Code of Virginia) if the board (i) provides public notice in the Virginia Register; (ii) if requested by the public during the initial public notice 30-day comment period, forms an advisory group composed of relevant stakeholders; (iii) receives and provides summary response to written comments; and (iv) conducts at least one public meeting.
Title of Regulation: 9VAC25-720. Water Quality Management Planning Regulation (amending 9VAC25-720-60, 9VAC25-720-80, 9VAC25-720-100, 9VAC25-720-110, 9VAC25-720-120).
Statutory Authority: § 62.1-44.15 of the Code of Virginia; 33 USC § 1313(e) of the Clean Water Act.

Summary:
The amendments to the Water Quality Management Planning Regulation include new total maximum daily load wasteload allocations as follows: two for the James River Basin, 12 for the Roanoke River Basin, seven for the Chowan River – Dismal Swamp River Basin, five for the Chesapeake Bay – Small Coastal – Eastern Shore River Basin, and 10 for the York River Basin.
