Virginia Commonwealth University is a doctoral and research institution serving over 31,000 students. VCU offers 225 undergraduate, post-baccalaureate certificate, graduate, and professional degree programs in allied health professions, the arts, business, dentistry, education, engineering, government and public affairs, humanities and sciences, medicine, nursing, pharmacy, and social work. VCU also promotes an academic health center. VCU has two campuses located in Richmond and a third campus in Doha, Qatar. Code of Virginia, Title 23.1, Chapter 23.

The board of visitors or other governing body of every state-supported institution of higher education in Virginia is authorized to establish regulations or institution policies for the acceptance of students; for the conduct of students in attendance and for the rescission or restriction of financial aid, suspension, and dismissal of students who fail or refuse to abide by such regulations or policies; for the employment of professors, teachers, instructors and all other employees; and for parking and traffic on property owned by the institution. In addition, the board of visitors or other governing body is authorized to establish programs to promote compliance among students with laws relating to the use of alcoholic beverages and to establish guidelines for the initiation or induction into any social fraternity or sorority.
