    Article 1. Qualifications

    For localities or regional facilities which house over a total of 250 inmates, a community custody facility meeting the following requirements may be considered. This type of facility may only be built as an auxiliary structure to a secure facility. The requirements for community custody facilities reflect a noncombustible construction classification and a minimally secured institutional restrained building classification. Such structure houses inmates as defined in "community custody" in the definitions. Building components proposed shall address the strength, safety and durability characteristics for the custody level of the facility. Such components shall be approved by the reviewing authority. Buildings and parts of buildings constructed for use as a community custody facility shall not be used for the detention of secure custody level inmates without upgrade of construction to that required for secure detention in these standards.
