  • Description: This regulation establishes the policy and procedures to be followed by the Virginia Department of Transportation in considering remedial actions necessary to address problems caused by residential cut-through traffic. The regulation establishes the roles of both the Virginia Department of Transportation and counties and towns in (i) making a request to study the situation, (ii) conducting traffic studies to verify the extent of the problem using objective criteria, (iii) holding public hearings, (iv) assessing impacts to the existing road networks, and (v) identifying recommendations to relieve the situation.
