EDITOR'S NOTE
Based on notification from the Governor's Employment and Training Department, 16 VAC 10-10, Public Participation Guidelines, and 16 VAC 10-20, JTPA (Job Training Partnership Act) Requirements, are removed from the Virginia Administrative Code.
The Governor's Employment and Training Department no longer administers the federal Job Training Partnership Act, which has been replaced by the Workforce Investment Act (WIA). In 1998, the General Assembly directed the Virginia Workforce Council (originally named the Statewide Workforce Training Council) and the Secretary of Commerce and Trade to assist the Governor in complying with the provisions of the WIA. The Virginia Employment Commission and the Virginia Community College System were designated as staff, and the VEC was designated the fiscal agent of the Council and the WIA.
Since the JTPA no longer exists, regulations enforcing it are removed from the Virginia Administrative Code. Since the Governor's Employment and Training Department no longer has statutory authority for promulgating regulations, its Public Participation Guidelines are also removed from VAC.
